On November 15, 2025, four ministries including the Ministry of Commerce jointly issued the "Notice on Further Strengthening the Management of Used Car Exports," targeting the irregularity of exporting new cars under the name of used cars. The notice clarifies that starting from January 1, 2026, for vehicles exported within 180 days of registration, enterprises must submit a "After-sales Maintenance Service Confirmation" issued by the manufacturer. Those unable to provide this document will not be issued an export license, while vehicles that have completed transfer registration and are pending export must fulfill their contracts in an orderly manner.

Cui Dongshu, Secretary-General of the China Passenger Car Association (CPCA), stated that the new policy curbs low-price arbitrage and disorderly competition at the source through strict inspection of vehicle sources and after-sales commitments, preventing "near-new cars" from disrupting the overseas price system. At the same time, enterprises are required to provide third-party inspection reports and electronic maintenance records, forcing the industry to shift from "competing on price" to "competing on quality and service." Hong Tao from Beijing Technology and Business University pointed out that this policy forms a linkage with the export license management policy for pure electric passenger cars, jointly helping Chinese automobiles build an international brand reputation.
