EU Proposes 70% Local Content Requirement for EV Subsidy Eligibility

The European Commission is reportedly preparing new regulations requiring electric vehicles to contain at least 70% EU-sourced components in order to qualify for government subsidies. The measure is designed to safeguard domestic manufacturing. The proposal will be incorporated into the Industrial Acceleration Act, scheduled for release on February 25. As early as 2025, the Commission had signaled its intention to introduce local content rules across the EV value chain as part of a broader automotive industry support package, which also includes provisions to ease certain emissions regulations.

The proposal also sets explicit requirements for battery production, mandating that several key battery components be manufactured within the EU. Currently, most European automakers remain reliant on Chinese and South Korean suppliers for battery packs. Despite ongoing localization efforts, supply chain reshoring has progressed slowly. Even Automotive Cells Company (ACC), the battery joint venture between Stellantis and Mercedes-Benz, has recently scaled back its original plan to build three gigafactories in the EU.

BYD and Geely Compete to Acquire Mercedes-Benz Plant in Mexico; Chinese Automakers Expand Overseas Footprint

BYD and Geely have entered the final shortlist in the acquisition process for the Nissan–Mercedes-Benz joint venture plant in Mexico, a development that has drawn widespread industry attention. Previously, nine companies had expressed interest in the acquisition, including Chery Automobile, Great Wall Motor, and Vietnam’s VinFast.

Amid the impact of U.S. tariffs, several automotive plants in Mexico are facing closures and workforce reductions. Chinese automakers are leveraging this opportunity to establish new manufacturing footholds in the region.

Sentauto International Auto News Weekly Highlights

The plant under consideration for acquisition is located in Aguascalientes, Mexico, and officially began operations in 2017. It is now set to cease production. Industry analysts believe the shutdown results from multiple contributing factors, with additional U.S. tariffs serving as the decisive factor accelerating the closure.

Weekly News Roundup:

This week, the global automotive market saw a surge of activity, with international brands rolling out new products in rapid succession while Chinese automakers accelerated their globalization strategies. Electrification and global expansion emerged as the two defining themes shaping the industry’s trajectory.

Global OEMs advanced on dual tracks, strengthening both internal combustion and electric portfolios. Toyota refreshed the YARIS with enhanced features while preparing to launch the bZ Woodland in North America, reinforcing its position in the family-oriented segment with practicality and all-wheel-drive capability. Mercedes-Benz disclosed additional details of the VLE and confirmed the 2027 debut of the “Little G,” targeting diversified sub-segments. Audi introduced the RS5 plug-in hybrid, capable of accelerating from 0–100 km/h in 3.6 seconds, while unveiling the interior of the A2 e-tron, signaling electrification upgrades across both performance and heritage nameplates. Tesla commenced mass production of the Cybercab at its Texas facility, and Ferrari’s first fully electric model, the Luce, moved closer to its official debut—demonstrating that both technology-driven brands and traditional supercar manufacturers are intensifying their commitment to full electrification. Meanwhile, the European Union’s proposed 70% local content threshold for EV subsidy eligibility indicates that competition across the global electric supply chain is entering a more stringent phase.

Chinese automakers, meanwhile, are undergoing a qualitative transformation in their overseas expansion—from product exports to deeper localization of manufacturing capacity. SAIC MG became the first Chinese brand to surpass one million cumulative sales in Europe and the United Kingdom. Leapmotor, BYD, Avatr, and Zhengzhou Nissan expanded into markets including Australia, Japan, Thailand, and the Middle East. The reported bidding by BYD and Geely for the former Nissan–Mercedes-Benz plant in Mexico further illustrates that Chinese automotive globalization is moving beyond vehicle exports toward strategic deployment of overseas production capacity.

From rapid product iteration to intensified global market competition, today’s automotive industry demands not only robust product competitiveness but also strategic foresight in globalization. Chinese automakers are evolving from overseas participants into increasingly influential stakeholders shaping the future structure of the global automotive landscape.
