Upgrade of Used Car Export Credit System, Unreliable Enterprises to Be Dynamically Removed
With the implementation of the new used car export management regulations by the four ministries, enterprise credit management has become a key regulatory focus. The new regulations clearly require local competent commercial departments to strengthen the construction of the used car export credit evaluation system, conduct daily supervision in accordance with the "Negative List of Unreliable Behaviors in Used Car Exports", and establish a dynamic management and withdrawal mechanism. Enterprises engaging in unreliable behaviors will be interviewed in a timely manner; those with repeated violations or related enterprise violations must formulate rectification measures, and those with serious circumstances will be expelled from the market.

In terms of regulating the export of modified vehicles, the new regulations have also been strengthened. Enterprises are required to accurately fill in information such as chassis brand and modification brand, and submit materials proving the authenticity of the modification. Those failing to meet the requirements will not be issued an export license. Hong Tao, Director of the Institute of Business Economics at Beijing Technology and Business University, stated that the construction of the credit system and license management form a regulatory closed loop, which not only standardizes the competitive order but also promotes the transformation of the industry towards high-quality development. The new policy also encourages local governments to use trade promotion platforms to develop diversified markets, guide enterprises to cooperate with logistics and financial institutions, and build a "one-stop" service system, providing institutional guarantees for the healthy development of used car exports.
